He is a distinguished global leader with a lifelong commitment to multilateralism, equity, and planetary justice. A Mozambican African with a “DNA for Humanity”, he brings over three decades of international leadership experience as Director at the United Nations, Administrator of the European Union, and Delegate with the African Union and NATO.
As a United Nations Director (D-1) from 2016 to 2025, he led cross-cutting initiatives on digital transformation, climate action, and sustainable development, fostering inclusive innovation for the benefit of all peoples and the planet. Previously, he served as EU Administrator and Delegate to the African Union and NATO (2012–2016), and Director General in the Office of the Prime Minister of Portugal (2005–2011), where he championed reforms for transparency, resilience, and international cooperation.
A seasoned academic and policy thinker, Alexandre has held affiliations with the University of Oxford, the London School of Economics and Political Science (LSE), and the Science Policy Research Unit (SPRU), advancing thought leadership at the intersection of technology, ethics, and global governance with a soul.
